Preview of what Albemarle voters will be deciding

Albemarle County voters will have the opportunity to elect a new majority on the Board of Supervisors Tuesday, and fill four seats on the board and elected representatives to the General Assembly.

Commonwealth Attorney Denise Lunsford and Chip Harding Sherriff are not challenged by new terms.

There are seats contested by the Board of supervisors in Scottsville and Rivanna districts. Incumbent Democrat and current Chair Ann H. Mallek runs unopposed for the seat of White Hall District.

In Scottsville, Republican James C. Norwood and Democrat Chris Dumler are competing for the seat vacated by retiring Democrat Lindsay G. Dorrier Jr. Both are first-time candidates.

The Rivanna District seat is being sought by Republican incumbent Kenneth C. Boyd and Democrat Cynthia Neff, who unsuccessfully challenged Rob Bell for the 58th District seat in the Virginia House of Delegates in 2009.

Support or opposition to the 6.2-mile Western Bypass of U.S. 29 has been central to both contested races. Dumler and Neff both vocally oppose the road, while Boyd, who was instrumental in reviving the project earlier this year, and Norwood are both strongly in favor of the project.

Norwood and Boyd say the road will bring much-needed traffic relief to U.S. 29 North, as well as stimulate the local economy by making businesses along the road easier to reach.

The project, which had been dormant for 20 years, was revived in June after state Secretary of Transportation Sean Connaughton promised Boyd and fellow Supervisors Duane Snow and Rodney Thomas that the project would be fully funded. Dorrier’s vote, however, was the key to allowing the project to advance.

Neff and Dumler are both proponents of the county’s approved Places29 Master Plan, which would guide development along the 29 corridor with the use of parallel and connector roads as opposed to a bypass. Both Democrats say the proposed bypass route is too expensive and will not sufficiently increase the service level of 29 North.
